Institutional Transformation for Post-Conflict Growth
In a bold executive decision aimed at strengthening state fiscal discipline, data-driven governance, and long-term development alignment, His Excellency, Governor Babagana Umara Zulum, has officially created the Borno State Ministry of Planning and Economic Development (BSMoPED).
The newly structured ministry consolidates core economic planning functions previously dispersed across multiple agencies, creating a single, authoritative clearinghouse for multi-year capital budgeting, state macro-economic statistics, and monitoring and evaluation (M&E) of all state and donor-funded projects.
By establishing this ministry, Governor Zulum reinforces his administration's commitment to the Borno 25-Year Development Plan (2020–2045), ensuring that recovery and modernization initiatives across all 27 LGAs are systematically planned, budgeted, executed, and tracked for maximum citizen impact.
