Biography of the Honourable Commissioner

Hon. Maina Yaumi FCAI, FCIML, FCPP

Honourable Maina Yaumi FCAI, FCIML, FCPP is the Pioneer Honourable Commissioner of the Borno State Ministry of Planning and Economic Development, having assumed office on 17 June 2026 following the establishment of the Ministry by the Borno State Government. He is an accomplished public administrator, development strategist, and education reform advocate with over three decades of experience spanning public service, education, private sector management, governance, strategic planning, and institutional development.

Born on 2 February 1969 in Gashagar, Mobbar Local Government Area of Borno State, Hon. Yaumi holds a Bachelor of Science (Hons.) in Physics from Ahmadu Bello University, Zaria, a Postgraduate Diploma in Management, and an Executive Master's in Business Administration from the University of Calabar. He is also a Fellow of the Institute of Corporate Administration of Nigeria (FCAI), the Chartered Institute of Management and Leadership (FCIML), and the Association of Public Procurement Practitioners of Nigeria (FCPP), reflecting his commitment to professional excellence and continuous learning.

Before his appointment as Commissioner, Hon. Yaumi served as the Executive Secretary of the Borno State Education Trust Fund (BOETF) from January 2020 to June 2026, where he led one of the most transformative periods in the Fund's history. Under his leadership, BOETF executed extensive infrastructure projects across Borno State, including the construction, reconstruction, and renovation of schools, classrooms, laboratories, hostels, administrative buildings, and staff quarters. The Fund also expanded access to quality education through the procurement and distribution of learning materials, science laboratories, textbooks, school furniture, ICT facilities, and digital learning resources, while strengthening teacher capacity through professional development programmes and digital literacy initiatives.

His administration introduced innovative interventions that improved education service delivery across the state, including scholarships for over 1,100 vulnerable students, support for medical and dentistry students studying abroad, provision of educational materials to thousands of pupils, deployment of digital management systems within the Fund, and strategic partnerships with national and international organisations to promote innovation and improve educational outcomes. These interventions significantly enhanced access to quality education, strengthened institutional capacity, and contributed to the rebuilding of the education sector in post-conflict Borno State.

Earlier in his career, Hon. Yaumi served in various leadership positions in both the public and private sectors, including as Director General of the Abdulkabir Aliu Foundation, Special Adviser on Poverty Alleviation and Youth Empowerment, Senior Special Assistant to the Governor of Borno State, Managing Director/Chief Executive Officer of Fuel Quench Nigeria Limited, General Manager of Gashigar Nigeria Limited, and also worked with African Petroleum Plc. He also began his professional career as an educator, serving as an Assistant Lecturer at Kashim Ibrahim College of Education and a part-time lecturer at Ramat Polytechnic, Maiduguri.

Throughout his distinguished career, Hon. Yaumi has represented Borno State and Nigeria at numerous national and international conferences on education, public procurement, governance, leadership, and sustainable development, including the Education World Forum (London), the World Innovation Summit for Education (Doha), UNGA 77 (New York), the Istanbul Education Summit, and other high-level global engagements. He is also the author of Profiling a Model for Education Funding in Africa: The Borno State Education Trust Fund Case Study, a publication that reflects his passion for innovative education financing and sustainable development.

As Honourable Commissioner for the Ministry of Planning and Economic Development, Hon. Maina Yaumi is providing strategic leadership in coordinating development planning, strengthening evidence-based policymaking, promoting investment, enhancing donor coordination, and advancing the implementation of policies and programmes that support inclusive economic growth and sustainable development across Borno State.
