Critical/Technical Departments

Department 01

Planning Department

The Planning Department is the strategic engine of the Ministry. It oversees the articulation and review of the Borno State 25-Year Development Framework and the 10-Year Strategic Transformation Plan, aligning sectoral targets with global Sustainable Development Goals (SDGs).

Core Mandate

Formulates state medium and long-term development plans, coordinating policy frameworks across all 27 LGAs.

Recovery Strategy

Drives economic recovery, resilience, and growth strategies for post-conflict communities.

Department 02

Economic Development

Catalyzing private-sector investment, industrial revitalization, and livelihood restoration in post-conflict communities. The Economic Development Department coordinates initiatives designed to transition Borno State from post-insurgency humanitarian dependence to vibrant economic self-reliance.

Supporting Departments

Department 03

Administration and Supply

The Administration and Supply department is responsible for ensuring the smooth operational running of the Ministry. It oversees personnel management, asset maintenance, procurement processes, and general services essential for day-to-day governance.

Operations

Manages human resources, procurement, and general administrative services for the Ministry.

Fiscal Strategy

Handles financial management, budgeting, and accountability for the Ministry’s funds.

Finance and Account

The Finance and Account department manages the financial resources of the Ministry. It processes payments, manages payroll, oversees departmental budgeting, and ensures strict adherence to public financial regulations and transparency standards.

To guarantee fiscal integrity and seamless execution of the Borno State Development Plan, MOPED works in tight daily collaboration with all state Ministries, Departments, and Agencies (MDAs)—particularly the Ministry of Finance and the Ministry of Budget—ensuring unified resource allocation and transparent governance.
