The Borno State Ministry of Planning and Economic Development (MOPED) operates through core specialized departments. Department 01

Development Planning & Policy

The Department of Development Planning & Policy is the strategic engine of the Ministry. It oversees the articulation and review of the Borno State 25-Year Development Framework and the 10-Year Strategic Transformation Plan, aligning sectoral targets with global Sustainable Development Goals (SDGs).

Formulates state medium and long-term development plans, coordinating policy frameworks across all 27 LGAs.

Monitoring & Evaluation (M&E)

The M&E Department enforces project compliance and quality verification across all state-funded capital investments and development interventions. It deploys digital tracking systems and field inspections to ensure value for money.

Multi-Year Budgeting & Capital Expenditure

Working closely with the Ministry of Finance, this department designs the rolling multi-year capital budget and allocates public resources based on economic return on investment and strategic recovery needs.

Prepares the Medium-Term Expenditure Framework (MTEF) and capital budget allocations for state infrastructure.
