Created by His Excellency, Governor Babagana Umara Zulum, the Borno State Ministry of Planning and Economic Development serves as the strategic engine for the state's long-term growth, fiscal coordination, and development planning.

Executive Governor of Borno State

Under the visionary leadership of Governor Babagana Umara Zulum, the Borno State Government has pioneered an unprecedented governance model centered on evidence-based policymaking, accountability, and structural recovery. Recognizing that sustainable development requires institutional foresight beyond emergency relief, His Excellency officially established the Ministry of Planning and Economic Development in June 2026.

Governor Zulum’s 25-year development roadmap champions data modernization, robust public-private partnerships, and strict monitoring and evaluation to ensure every citizen across all 27 Local Government Areas enjoys the dividends of peace and economic resilience.

Pioneer Commissioner

Honourable Maina Yaumi

Honourable Commissioner, MOPED

Assumed duty on June 17, 2026, as the Pioneer Commissioner of the newly established Ministry of Planning and Economic Development. A seasoned public administrator and healthcare systems reformist, Hon. Maina Yaumi previously served with distinction as the Executive Secretary of the Borno State Primary Health Care Development Agency (BSPHCDA).

During his tenure at BSPHCDA, Hon. Yaumi earned widespread commendation from international donor bodies, UN agencies, and state leadership for executing sweeping operational reforms, turning around state immunization metrics, and modeling transparent multi-donor coordination.

"Our mandate is to translate His Excellency's vision into measurable, data-driven development outcomes that bridge the gap between humanitarian assistance and lasting economic self-reliance."
